There is a raging debate amongst those who care about whether or not IPv4 addresses should be transferable ... one such group is the ARIN PPML ("Public Policy Mailing List") ((archive | subscribe)) ... and here is a picture representing one person's (not mine, click on it for the source) perception of the thought process involved (not necessarily saying I endorse the decision process it shows, but it is a strong effort!):
